There are a couple of places where (P)Dprintk is used which is an old
compile time enabled printk wrapper. Convert it to the generic
pr_debug().

Allow the generic smpboot quirks code to be built with
ONFIG_X86_IO_APIC disabled. This way VISWS will be able
to use it as-is.

If configured to use the I/O APIC, the NMI watchdog is deemed to fail if
the chip has been deactivated as a result of "noapic". Downgrade to the
local APIC watchdog similarly to what is done for the UP case.

This patch fixes section mismatch warnings in smpboot_setup_io_apic().
WARNING: arch/x86/kernel/built-in.o(.text+0x11781): Section mismatch in reference from the function smpboot_setup_io_apic()
to the function .init.text:setup_IO_APIC()
The function smpboot_setup_io_apic() references
the function __init setup_IO_APIC().
This is often because smpboot_setup_io_apic lacks a __init
annotation or the annotation of setup_IO_APIC is wrong.

x86_64 has two nr_ioapics = 0 statements. In 32-bit, it can be done
too. We do it through the smpboot_clear_io_apic() inline function,
to cope with subarchitectures (visws) that does not compile mpparse in
